Londen 1953. Williams (Bill Nighy), veteraan en ambtenaar, verliest zich in de bureaucratie van de wederopbouw van het Engeland na de Tweede Wereldoorlog. Terwijl het eindeloze papierwerk zich opstapelt, verneemt Williams dat hij niet meer lang te leven heeft.
